The VSC's terms of reference are to:
- Initiate and develop policy for the Victorian spatial information industry.
- Develop strategies for financing, maintaining and developing spatial information and resources.
- Drive the application of spatial information and resources to achieve Triple Bottom Line benefits.
- Develop spatial information strategies for the future.
- Promote the use of spatial information and educate the community, business and Government of the importance and value of spatial information.
